摘要:
全国事业单位即将全面实行聘任制,这是对计划体制最后一个堡垒的攻克。然而如果不首先改变传统的“官念”、不建立有效的监督机制、不树立正确的人才观、不建立一种有序的人才流动机制与激励机制,仅进行身份的置换是难以达到预期效果的。
Abstract:
Appointment system will be taken into effect in all institutions of China,which will capture the last fortress of the planned system.However,it can not achieve the expected effect if we do not change our concept.Therefore,we should change the traditional concept of being officials,setting up effective supervision system,establishing correct opinion on personnel and building up an effective mechanism ofpersonnel flow and inspiration.
