摘要:: "十二五"期间,温州残疾人生活水平有了明显改善,残疾人事业有了较大发展,但存在的问题仍十分突出,主要表现为残疾人养老和医疗保险参保比例低,康复和就业服务滞后,对无障碍环境满意率和社区活动参与率低。为推动温州残疾人事业发展,政府应为残疾人养老和医疗保险买单,提升残疾人康复和就业服务水平,提高残疾人无障碍环境满意率和社区活动参与率,全面提升残疾人共享小康水平。

Abstract:: During the “Twelfth Five-year Plan”, with the great development of programs for the people with disabilities, their living standard has improved remarkably in Wenzhou, while obvious problems remain unsolved as follows: low proportion of pension and medical insurance, backward recovery and employment service, and people’s low satisfaction in non-obstacle environment and their participation in community activities. In order to promote the development of programs for people with disabilities in Wenzhou, the government should pay for the pension and medical insurance, improve the recovery and employment service, reinforce their satisfaction in non-obstacle environ?ment and their participation in community activities so as to guarantee a well-off life for people with disabilities.
