摘要:
围填海已成为温州缓解土地资源不足的重要举措,对围填海综合效益进行准确评价凸显重要性。为准确评价围填海综合效益中的经济效益,测算围填海土地基准价值以确定围填海投入效率,以温州市经济技术开发区J工程为例,以围填海新增土地的直接经济收益扣除围填海投入的机会成本来估算围填海土地基准价值。结果表明,J工程的单位土地基准价值大于实际投入,投入效率是经济的。本测算可以作为一种参考性意见,但并不是决定性的依据。
Abstract:
To reclaim land from sea has become an important approach to land shortage in Wenzhou. Therefore it is of noticeable importance to make an accurate evaluation of the comprehensive benefits of reclaiming land from sea. In order to accurately evaluate the economic benefits, out of comprehensive benefits, of reclaiming land from sea, and also in order to estimate the land benchmark value of reclaiming land from sea with the purpose of confirming the input efficiency of reclaiming, Project J in Wenzhou Economic and Technological Development Zone will be used as an example to estimate the land benchmark value of reclaiming by deducting reclaim input opportunity cost from the direct economic benefits which results from newly-added land from reclaim. The research indicates that the unit land bench?mark value of Project J outweighs its actual input, and the input efficiency is an economical, but not the crucial basis.
