During the “14th Five-Year Plan” period, our country’s social grass-roots governance will undertake greater responsibility in the new development stage. In order to continuously promote the modernization of grassroots governance to provide guarantees at the grass-roots level for the realization of the goals of the 14th Five-Year Plan, it is indispensable to continue to deepen the innovative model of “Grass-roots Party Construction plus Smart Service”, which mainly includes: the establishment of the high-quality and intelligent grass-roots management echelon; the construction and improvement of an efficient and convenient community smart service network; the creation of future communities and future villages; realization of diversification of sources and channels of community governance funding; decentralization and empowerment of the grass-roots on basis of “clear responsibility plus expansion of power plus empowerment”; and expansion of management authority of grass-roots organizations.
